Access to and the use of dangerous and addictive drugs needs to be controlled. There can never be any control over anything illegal.
All drugs should be legalised precisely because they are harmful and addictive. It is not possible to control illegal activity. And why should otherwise law-abiding citizens be criminalised just for taking a drug? Put the dealers out of business make it legal
